Are you using a web browser to login to an email account, or do you use a third party email client, like Mozilla Thunderbird, or are you using Windows Mail?
I experimented with photos. I use WinRAR to compress files and to extract them. I do webmail using Internet Explorer 11 with my primary email account. I have a Gmail account, too, that I access using Internet Explorer 11. I could send and receive .rar files (Photos) with both email accounts, with no problems. With both my primary email account and with Gmail, I could both open and save the .rar file. When I chose to open, WinRAR popped up to extract the files.
Go to your RAR file. If the RAR file is on your desktop, you're all set; if not, do the following: Open Start. Open File Explorer. Click your RAR file's location in the left-hand pane. You may have to select additional folders in the main File Explorer window to find the RAR. 君のことが好きだから (off-vocal ver.).
Then I experimented using music files. I compressed 2 music files. This is when I started having problems. My Gmail account received a .rar file and allowed it to download, but then I was disabled from sending out any email. I will probably have to restart my browser and delete temporary internet files.
If you're using Internet Explorer, Edge, Chrome or FireFox, try deleting your temporary internet files and see if there is any change. I would restart the computer, too.

As with the very best albums, the melodies reveal themselves more fully over time, as does the conviction that underlies this work. Costello's vocals may not lend themselves naturally to this sort of thing, but he has an intuitive ability to pluck unexpected meanings from lines that would simply meld in when sung by anyone else. And the trade-offs between Toussaint's piano and Steve Nieve on Hammond B3 are magnificent.…Expand
